The Greater London Council started the town in 1967 on marshland east of Woolwich, and the first residents moved in the following year. It was drawn complete and all at once: lakes, canals, concrete terraces, tower blocks and walkways carried above the roads. Southmere Lake sits at the middle of it. West Thamesmead runs west towards Gallions Reach and the river.

The 1953 flood was still recent and the Thames Barrier had not been built, so homes were not permitted on the ground floor. Garages and stores took that level, living accommodation began above it, and people walked to the shops on raised decks. The town never got the railway station it was promised either, which is why Abbey Wood does all the work.

Peabody has been rebuilding parts of it since 2014, so there is new brick beside the original concrete around Southmere, while West Thamesmead is mostly nineties and later. Three eras of building inside a mile, and each one fails differently. In most houses the coldest place a water pipe has to survive is the loft or an outside wall. In the original Thamesmead homes it is the floor. Where a flat or a house sits over a garage, a store or an open walkway, the underside of that floor is an outside surface, and the pipes buried in it are separated from a January night by a slab and whatever insulation was considered adequate in 1968. Cold pipes in that position freeze before anything else in the building. Hot ones arrive lukewarm, so the tap runs longer and the boiler fires more often than it should.

Lagging the loft does nothing, because there is nothing up there. What works is dealing with the exposed underside of that floor, which is as much a building job as a plumbing one, and then finding where the run actually goes. In system-built concrete the pipework was laid to suit the panels and the service ducts, not to suit whoever has to repair it thirty years later, so it is rarely where you would guess.

That is why the first move here is a look rather than a price. New pipe cannot be chased into a structural panel, so the honest answer is often a rerouted run boxed in along an internal wall on the warm side instead of crossing the cold floor. You give up a little tidiness and you stop the burst. Which route exists depends on the block, on whether the space underneath has been converted, and on what has already been done to the flats either side, and none of that shows up in a photograph.
